Re:  this image

As I understand it, Zane is part of the Powers Division, no?  If that's true, I'm assuming the image should be categorized under Praetorian Police Images.  I just want to confirm that I understand correctly before I tag the image.

Zane technically falls under the umbrella of the PPD, yes, but I'd say that a Powers Division Images category would be more appropriate. The characters in the Powers Division are central parts of the Loyalist Power storyarc track, and I certainly never thought of them the way I think of the PPD while playing through the arcs.

I think we might have some Praetorian PD images that need to be re-categorized, then.  I haven't actually checked yet, I just suspect that might be the case at the moment.

It's my understanding that the Powers Division is a separate organization apart from the PPD.

It would be like the difference between the CIA and the FBI. Or the difference between a Treasury Agent and the FBI.

Organizationally they may be different, but as far as how they show up in the game when you're fighting one, any member of the Powers Division will currently show as belonging to the same enemy category as the PPD the way they're defined.

Powers Division is explicitly a division of the Praetoria Police Department.

Powers Division should certainly be treated separately to Praetorian Police, IMHO. Reese at the very least lists as Powers Division in the Transmuter Arc.

Reading between the lines I perceive Powers Division as having an entirely separate organisation and chain of command to the PPD. However the term "Division" indicates they are technically a division of the PPD.

Also the term "Marauder's Top Dogs" is a synonym for Powers Division members.

There's a Powers Division stub here.

Some relevant info is from:
Marauder "Impressed with his initiative and dedication, Emperor Cole  granted Marauder the title of Praetor of Security. With his new role, Praetor White has been tasked with stamping out the Resistance, a job the Praetorian Police Department doesn't seem capable of handling alone. To combat this menace, he has formed the Powers Division, a team of super-powered individuals handpicked by Praetor White himself. There is only one rule in the Powers Division: The strong make the rules."
reese "You can sense Reese doesn't care much about actually protecting Praetoria. He thinks you'll be 'working' for him - which is pure fantasy, of course. Given his high position within Marauder's Top Dogs, you should play along for now and wait for the chance to strike. Reese will no doubt try to make a move to take you down - that's when you'll be able to beat him at his own game. "
• But then again, ingame info for Warrant says he is a "A Top Dog in the PPD Powers Division"

Looking at Praetor White's contact info, the first thing you see is "Commander of the PPD Powers Division."

Organizationally, the Powers Division is a branch of the Praetoria Police Department. Functionally, they're quite disconnected, and the whole schism between the super and normal divisions of the PPD is a central part of the Praetoria lore.

Since the story arcs in and of themselves make the distinction between "the Powers Division" and "everyone else in the PPD," I suggest Powers Division have their own category.
