Probably not. It really depends on whether or not NCSoft will "play ball," and judging from accounts (though anonymously so who knows for sure) NCSoft actually ignored any offers made to buy the City of Heroes IP off of them.
What happened with Hellgate: London, from reading up on it ... The developers went bankrupt, and Comerica (the bank/financial institution) took control of the IP as collateral because they were the devs' major source of funding. HanbitSoft, a Korean company, appears to have bought rights to the IP off of Comerica and that's why the game's making a comeback.
That's the major difference that I can see. Being a bank and not a publishing company, Comerica was more eager to offload the IP to another company in order to get some reimbursement for their funding the project in the first place. For them, there's no sense in trying to hold onto the IP if a good offer gets their money back.
