Graphics Hotkeys / Keybinds?

I swear I saw a topic about this somewhere else, but I can't find it. Is there a way to bind graphics options to keys, so that I can move around the city on low settings without lag, then press a button or two to beef up the settings, take a picture, then press a button or two to get back to low settings?
