Mine doesn't have any problem and it wasn't put in place by the installer.

My current installation also was copied rather than "installed." In some earlier versions of Icon, only the default keybinds file would work (accessible via Menu -> Options -> Keymapping: "Save to default file" and "Load from default file"). Loading via /bind_load_file did not work. However I just tested Icondev and both /bind_save_file and /bind_load_file work. If an absolute file path is not specified, that keybinds file is saved in/loaded from <install folder>\data.

hi there how are you? ok. its been want a long time. wondering about any updates to icon 1.8 and 2.0 or getting a full working coh no internet server version?
I do know Segs is working on private servers and its not working. I wonder what is NCSOFT thinking since there number one money maker COH is dead and the lost of money is gripping there stock exchange and there plans about coh? any thoughts on that?

what is the word going on at NCSOFT about there number one money maker COH died and how dose it effect ncsoft?
what is NCSOFT plans about COH? sell it or be greedy and keep it all to them selfs? welll what is piece of mind have to say on the mater????????
I its bothering me bad time not able to do missions and visit segs crashing ghost town.
NCSOFT POOP in the toilet over flow and dripping all over korea?

what is the latest data about getting the PTA station to function and get the doors to function. I cannot enter Paragon City Hall at Atlas Park. not with icon 1.71
how about getting  the contacts to give missions?
what about getting the powers to function?
I like to bash some targets like the great old days do missions again!~

You'll get your answers.

Icon isn't a 'server' project to get Coh emulation running.  Icon is 'gift' to let you use an offline character creator and the maps/animations.  That's it.  For now.  It's not the 'game' nor will it ever will be according to Codewalker.  (See his comments in the last link...the 'mega icon' thread.  Icon is just the game client.  It has no brains, no A.I...no mobs...  The game client needs the server (brain) to tell the game client (body) what to do.  And emulating server side function is no small or easy task. :/

What you're wanting (what we all want...) is a server project.  Allegedly, there is a team of people working in secret to create a server project to emulate Coh's 'brain' function.  It seems like it's at least a couple of years away from even an 'alpha' or beta version.

Have patience.  Enjoy Icon for now.  Icon 1.8 will out when 'it's ready.'

But don't expect a fully working Coh.  That's not what Icon is.

An addendum to what Azrael said: Nobody knows what NCSoft thinks. They won't talk to any of us about it (and people have tried).
