The 'standard' gear setup I tend to go with is as follows:
Primary offense: Heroic gloves of precision with either a gambler gem for damage builds or a sentinel's brooch for support builds, plus mods for primary and one secondary super stat.
Primary defense: Heroic breastplate of agility with gambler gem and mods for primary and the other secondary super stat.
Primary utility: Heroic or Legion's helmet of speed. Mods depend on the build here, if I have energy issues I'll use gambler gems for cost reduction. If not, impact prisms for faster cooldowns. Plus mods for one secondary super stat and recovery, because I find having some recovery is useful for any build even if it's not a super stat.
Secondary offense: Vigilante's critical belt, or similar secondary item off the auction house if I don't have the Q for the vigilante one.
Secondary defense: Secondary stat/+hp item, or pure secondary stat item. In both cases, for the secondary that's only on one of the primary items.
Secondary utility: Secondary stat/+cooldown or +cost reduction, same reasons as for primary utility. Again, the secondary stat that's only on one primary.
Comes out to a little over 300 primary stat and a little over 150 secondaries, with rank 5 mods. Which is good enough for me, almost definitely not the absolute best setup you could get but perfectly servicable and without having to spend on lockbox gear or anything in the zen store.
Do note though some of that is probably going to change in the next patch with the changes to how dodge rating from gear works, I'll probably swap the primary defense out for a heroic breastplate of defense or health, with an impact prism in it. Plus there's a new tier of gear coming out which I might try to get if it's not in lockboxes.
Vehicles are a bit harder, I haven't messed with them that much so I can't really say.
