Help with the recreation of City of Heroes' character creator

I recently discovered that some people have resurected the character creator from City of Heroes/ City of Villians.

Is there an "An Idiot's Guide to..." approach to achieving this. Something including links leading to all needed materials and a
step by step process for construction?

I am afraid that my limited computer skills are not up to the challenge without some form of aid.
