ok.. I'll admit I probably feel alot better than I really am, I got no clue whats going on with my body sometimes, I checked Web MD symptom checker and it has no listing of some of my conditions.

I was hoping we had a doctor here.

it started with bubbles travelling up my spine into my brain, now it didnt feel bad infact it was rather pleasant but still it's not normal especially when I can hear them popping at the top of my spine. now it's no longer bubbles it's a stream of liquid every once in a while and it seems to be carrying some sort of electric current which would be logical as it is coming from my spine. I feel really awake and powerful when it goes to my head but I also hear strange digital noises.. I am aware nothing has physically changed except an increased usage of my brain and better vision.

but I have no idea what this is and if I should be concerned.

by the way, I work well with electricity, I am not very 'grounded' apparently, I have been 'shocked' by 210 volts before if you can call it a shock (I touched the metal parts of a power plug while it was plugged in in china.. and I just felt warm, no shock sensation.) american outlets don't do anything to me no matter what I stick in there and touch it, I can plug in a 2 ended powercable and suck on the raw prong end and I get nothing except a slight metal taste.

is something wrong with my nervous system?
There is always another way. But it might not work exactly like you may desire.

Well, first and foremost, I'd highly recommend that you stop plugging in power cables and sucking on the raw prong end...

First, have my version or IANAL, i.e., IANADoctor. But I've got good information retention.

Liquid flowing down from the skull through your spine is "normal", that it is you feel it flushing is certainly somewhat exceptional. Know that your brain is stored bathing a fluid that constantly gets created anew (like tears), and so, pressure builds up eventually, fortunately there is a drain that allows the overflow of the liquid to get disposed, I think it's in your stomach or rather in the oesophagus (to get digested afterward - no waste !).

A certain disease affecting children clogs this drain, and they end up with swollen cranium until the drain gets restored or a bypass is installed (else they end up dead), the syndrome (symptoms) is called hydrocephalia - where hydro means water, fluid, and cephal means cerebellum, housed in the skull.

This system is not "nervous" (meaning mostly electrical) per se, it's just peripheral, and purely mechanical (it's the permanent airbag of your brain). You can have problems to it without your brain stopping working. But increased pressure generally means headaches and a harder time for blood to permeate through the brain, resulting in lower activity. If you do have a cloggy or very hard valve, each time it releases itself the previously high liquid pressure inside your skull lowers back to normal level (never too low, it simply can't fall too low because something would need to pull on it, like siphoning). It can lead to increased brain power.

You should check with a physician if it's really annoying and getting worse that you can endure. At least ask for a real councelling. I don't know how they proceed normally if they suspect this, but I guess an echography should allow them to check if there is no outstanding swelling, and at worst, a scanner. Well, the real worst would be probing, but I don't really know if it's even possible.

(Nota: I'm no physician, nor have I had any studies past the basic biology. I just have an unhealthy curiosity for human biology, well, well past average levels, but if it can help me...)

Edit: The liquid's name is Cerebrospinal fluid (Wikipedia). Do not go on the Hydrocephalus page unless you want to see a sick image of a newborn baby with it, it really doesn't look comfortable. The link only has MRI.

Edit2: it seems my memory failed me, there is no drain to the oesophagus, I mixed it with the Central Canal of the Spinal Chord. I always thought that though. Also, I also get these occasional "flushing" noise that you describe, but it's much more tame, more like something squishing a raspberry little berry inside the back of your head.

hmm interesting, so thats what makes my brain so pressured some times.. at those times I feel very hard to control myself and although intelligent am not as intelligent as other times. then when the pressure is gone I cant stay focused on anything but thinking, even my job.

so, unlike other people my brain pressure goes up to the max and down to almost nil, rarely inbetween.

lol, I havn't done that for a long time actually, but still it's apparent that electricity would rather avoid me than try to run through me to the ground, instead I seem to absorb outside charges, lol and I thought I was a willpower tank... not electric lol..

but, sadly I cant use electricity as a weapon.. or wield it as an aromor to protect me from other damage types, only energy based stuff. I suppose that will be useful if they ever try to lay a nuke down near me.. but I'm not sure I could withstand that much energy lol.
