If this does happen and this is a one-off purchasable item, Belle is going to overload my credit card after one badge tour.
We won't know for sure until much later, but I'd guess that it's simply an early purchase of the vet team recall power, not a one-shot item.

The vet rewards don't particularly bother me, though I could see how they would irritate a few people. Personally I'd rather see those tied to a system of prepurchasing game time. That might not be reasonable for everyone though.
The one that really bothers me is the recipes. IMO that's equivalent to Paragon becoming a gold seller.
And to be honest, I've been irritated for years about the costume codes, that they've been restricted to people on a geographical basis. If this provides an alternate means for people who live thousands of miles away from those conventions and meet-and-greets to get them, all the better, I say.
The costume codes I actually do agree with being available through something like this, for many of the same reasons.
I'm curious; what in particular would make you sad and worried about the future of the game? I'm not being facetious or trying to make you not sad or worried, just wondering what fears you have and how could Paragon Studios allay them?
Several factors. Paragon effectively getting into the RMT business leaves a bad taste in my mouth for one. There's not much that can be done about that, but with recipes (especially purples) being on the list it's effectively a pay-for-performance system. Things like costume and cosmetic options I may dislike being nickel-and-dimed for, but if it's good for the long-term health of the game I can't oppose it too much.
Also, if they're looking in to a possible switch to F2P and/or more microtransactions, it sends the message that the subscription fees are getting close to the point of not cutting it for paying the bills. That may or may not be true, but it's what a lot of people will take away from such a move. If that's the case, a badly-implemented business model shift could result in NCSoft pulling the plug for good, which is something I definitely do not want.
Don't get me wrong, I'll be a subscriber for the long haul. There are 4 accounts in my household that will undoubtedly remain active for as long as the servers are online and they still have a subscription plan that offers a significant benefit over and F2P plans, and a few more that get activated occasionally on an as-needed basis. That would continue to be the case even if no new content were developed.
On the other hand, I know where you're coming from. If City of Heroes goes F2P/microtransaction, would we have a sudden influx of griefers and gold farmers? Is Paragon Studios/NCsoft going to start nickel-and-diming us to death, charging five dollars here and ten dollars there for stuff that we're currently enjoying for "free" (*ahem*... for $15 per month)? Will the player base split into a spectrum of haves and have-nots based on discretionary income, with rich newbies being able to shortcut the hard work and quickly attain what is now considered veteran status? Even if the game is going strong, will this convey the wrong signal, causing the press and public to perceive this as a sign of it failing?

If this does come down the pipeline, those are the things I hope they address, and I'll be one of the first ones posting in official forum threads asking these questions, questions they're undoubtedly thinking about already if this is in the works. Since it's still all hypothetical, and they've been known to put stuff in the PIGGs before that they either never followed through on or changed their mind about, though, I'm intrigued but not too worried.
Speaking of piggs, the last build changed all of these. They no longer include Playspan_ in the name, and seem to have been shortened and somewhat obfuscated, but still correspond to roughly the same entries. A few examples:
