Build issue - Am I missing something?

I took a build someone had posted in a guide section, and with the addition of the Alpha slot, did a little rearranging to see if I could move some slots around. I added in a couple of purple sets, moved a few slots, but 90% of the two builds are the same, with the same Alpha enhancement.

My issue is this; I added 14% recharge to the build, but my recharge time on Hasten is longer in the second build than in the first.Could someone take a look at the two builds to see if I am just blind and missing something, or if perhaps there is a bug? Thanks! Here they are:

its a simple answer: hasten wasnt active on the second build (means you missed 70% rech)
