Masrtermind Epics unlocking incorrectly

On a Mastermind, the tier 5 power from all four epic sets will unlock at once the level 44 power is chosen.  It does not require any of the previous epic powers to have been taken.

Basically, it has the lever requirement, but no other pre-requisite.
