quick bug/error comment.

Consume from the fire scrapper secondary has a green check bubble to show the effects with it active vs inactive.  I don't know of any effects it has that could be on/off.

All versions of Consume are doing this since it is considered a click buff.  Or in other words, WAI.  :)

Consume's been like that in all Mids builds for about a year now =/  Never caused a problem really so never thought of reporting it.  Usually just ignore it.
