Fortunata's Aura of Confusion

Hey, just noticed this bug - selecting "Aura of Confusion" for a Fortunata at level 38 gives the following message in the power's popup:

This power has been placed in a way that is not possible in-game.
Check that any powers that it requires have been taken first, and that if this is a branching powerset, the power does not conflict with another.

The message disappears only if you select "Confuse" before selecting "Aura of Confusion" at level 38. To the best of my knowledge, "Confuse" shouldn't be a pre-requisite for AoC, and isn't listed as such if it is. Is it a new pre-req they added?

That's weird... I'll have to go look at how it became tagged as requiring other powers.
