Optimizing for modern operating systems?

For some reason this game runs worse on my modern PC then it did on the one I had that was old 7 years ago. If I'm in the overworld it looks like a slideshow but interiors run great, as long as there are no people there. I updated all my drivers but it still looks pretty bad. Is it possible to get the game to launch in comparability mode or hasn't anyone looked into that yet?

I'd love to have a 64-bit client, but first I'd like to see the 1,000+ queue sizes for logon reduced to something acceptable first.
