Bandwidth Error?

It had been a while since I'd logged into PC. Norton didn't care much for it this time around, so I disabled it, deleted PC hoping to reinstall it through Tequila - and got this error:
Manifest download error for
http://dl.dropboxusercontent.com/u/37952257/Tequila/titanicon.xml
The remote server returned an error: (429) Bandwidth Error.
Running Win 7, 64bit.
I'm sure there are several fiery hoops I'll have to jump through. Just need to know what they are.

The bandwidth error message is the one I get when I try to download tequila from that link. (into a new folder I made called Tequila within the My Documents folder)
