Design Notes:
As an alternative to some of the Controller/Dominator builds I've been toying with, here is a psi-focused Fortunata build.

Please let me know what you think.

A widow without perma-mind link or softcapped anything isn't likely to live very long. Usually widows are built well above the softcap because of their weak ddr and lack of resistance. Not sure aura of confusion would be enough mitigation to save you. I'd link my fort build but it's highly specialized for exemping and wouldn't really help you given your wanting to emphasize psi attacks. Mine's built to have softcapped defenses and sub 4 second follow up, lunge and spin at 25 for silver mantis solo merit farming.

You have enough slots to play with (lose the 2nd slots in vengeance and tactics, the 3 piece prestige sprint and the 6 piece efficacy in stamina, i'd replace the latter with 4 perf shifter) to get perma-mindlink, and positional softcaps, but only if you dump one of the travel powers for a two slotted hasten (which would end up a half second off perma), switch 3 aegis pieces into indomitable will for the non +3% defense pieces, and 3 slot botz somewhere. With the extra slot that would leave I'd go ahead and throw the 6th coercive persuasion piece in to give you an extra 5% ranged def to help a bit with ddr.

I'll look into some of this, but I note that you seem to be more melee-focused in your build preference and you're using so much shorthand in some places that I'm having a hard time trying to decipher some of your advice.

Vee

yeah i am melee focused, which is why i didn't bother to post my build :D

shorthand glossary - ddr = defense debuff resistance; perma = permanent; perf shifter = performance shifter; botz = blessing of the zephyr. sorry about that, i forget myself on the banter sometimes.

Ok, looking over some points:

If I ditch the 2nd slots in Vengeance and Leadership, I'm losing 4% damage, but that's not a huge loss.  I can shift those to Mind Link instead.

The 3-slotted Surge is definitely staying the way it is.  I use the Celerity Stealth to augment Mask Presence.  They will work simultaneously together, and equal enough stealth to be effectively full Invisibility.  The other slots are for Run Speed and Endurance Reduction.  Running the math in Mids, there's no reason not to just use the Celerity set and gain some minor benefits instead of straight IOs for Run Speed and Endurance Reduction (effects that I definitely want on any Sprint power, which I commonly have toggled on pretty much all the time).

Replacing the 6-slotted Efficacy Adapter in Stamina with a 4-slotted Performance Shift results in an unacceptable net loss of ability:

Efficacy Adapter (6) benefits:
+12hp
1.5% Recovery
10% Regeneration
2.5% Damage
5% Recharge
Overall Recovery:  51.71%

Performance Shifter (4) benefits:
+20 hp
2.5% Recovery
+5% all travel speeds
Overall Recovery:  50.47%

So...I'm not seeing why this is a good idea here.  To clarify, losing the 5% Recharge and the overall recovery going down over a point doesn't seem worth it.

Hasten would be a good idea to be sure, but I really hate the look of it.  And Fortunatas should look cool, shouldn't they?  8)

You are making me look into posting my latest Night Widow build, however.  Sounds like you'd have some good advice there.  I'm going to go tweak it to more prioritize Mind Link, however, as you've brought that to my attention.

HEATSTROKE

Here was my ready to go build which I never got to use.. well because.. the game shut down..

Softcapped to all positions. Perma Hasten. Perma Mindlink

Without hasten you're not going to get perma mind link and thus no softcap. So you're basically deciding between being upright with glowy hands or being a corpse on that front. No reason not to keep the stealth in surge (I oneslot the stealth proc in sprint or its analog on every build), I just think the other two slots could be better used elsewhere to shore up defenses. Ditto for the switch between efficacy and performance shifter. It's more about priorities and opportunity costs than the differences in the set bonuses in those two sets, but as always your mileage may vary.

Build updated - and I have Mind Link down to 1 second away from perma.  And I didn't use Hasten.  :)

Well done, should post it as I'm sure the anti-glowy-hands community could use a good fort build  :)

Nice. Was switching assault out for the accuracy passive intentional though?

I just couldn't fit Assault into the new build, unfortunately.  Not without losing something else I wanted to keep.

Someone else less attached to Teleport and/or LDT than I am could easily swap one of them out for Assault, however.

Vee

Your accuracy numbers look more than adequate without the tactical training passive, I'd throw it there which is where I think I remember you had it initially. Also I'd stick the steadfast 3% defense in indomitable will.

Hmmm...I can run the #'s on the Accuracy, but I'd need to scavenge a slot somewhere to be able to fit anything else in Indomitable Will, and I'm not seeing any obvious opportunities.

Vee

single slot of the steadfast 3%, don't need the 2 impervium because you're in great shape recovery-wise without that 2.5% and the extra psi resist isn't going to make much difference. that gives you an extra slot for whatever you want or if you must you can put the steadfast res/end there for a 1.5 recovery bonus.

Ok, updated build is posted.  I took the latter option to minimize the net Recovery loss.

Vee

That looks like a keeper. You might even be able to switch to musculature given your recovery numbers. Now if only the game were back...

brothermutant

I would have tweeked your build to be more like this. Not sure if its better but that's how I would have done it. Plus, Psi Tornado is way annoying, so I switched it for a Single Target heavy hitter (Subdue?) and slotted it with purps for almost the same effect (the +RC is the same). Your perma Mind link would now be on a .5sec cooldown iirc, too tired to check again. Hope you like it when the game comes back.
