Identify a JLU villain for me

I should probably know who it is, but there's a super strong guy reminiscent of Mister Hyde in a ripped orange shirt and purple pants who shows up from time to time.  I tried google, but what I had to go on was too general and was getting all the wrong hits.
When you insult someone by calling them a "pig" or a "dog" you aren't maligning pigs and dogs everywhere.  The same is true of any term used as an insult.
