Can it be done? I'd thought it might be an interesting discussion while wait...and wait.
Now, of course I think just about any team with full max stacks of EoE inspirations, Warburg Nukes, and Shivan Shards/Vanguard Heavies could probably accomplish this regardless of powersets, choice of incarnate powers, and strategy.
I get that.
But lets just assume that one team of eight had no temporary powers, they had to go through each phase at 75%/50%/25% and each Yellow/Blue/Green phase, and they only had the average amount of EoE inspirations an individual would have for a normal Hamidon Raid. So let's just say... 3 per person and an amount extra our tank would need to safely tank the nucleus... So let's say 28-30 EoE's in total.
Could it be done?
