Blast it! Help!

Yeah, I've been around since I2, however never have I gotten the feel of a blaster past level 16. I know I haven't given them a proper chance, since 16 is still pretty low, yet I always lost the motivation for these glass cannons. I want to change that if CoH manages to resurge. I want to blast! Below is a re-imagining of an old Ice/Dark Corruptor, Nightshivers, into an Ice/Mental Blaster. Please look over this build and offer any suggestions you see for improvement. Thank you!

It is not a bad blaster :), I would take out world of confusion mainly because to me it is not needed. I would move leadership up a few levels you have them at l44 and 47, I would put them around level 20-32 at the latest.
One day the Phoenix will rise again.

- Psychic Shockwave is an attack power, slot it with an attack set. Scirocco for AoE, Obliteration for Recharge/Melee, or frankenslot it to get more slots for Damage Procs

- Maneuvers: you have a LotG: Recharge in there. Change it to the Def/End/Rech trio, you only need Def/End in it.

- The set bonuses for Touch of the Nictus are pretty bad. Also, you're running so much +ToHit and +Accuracy from set bonuses that you really can do without accuracy in Drain Psyche... slot it with 5 Doctored Wounds if you want Recharge, or 6 Numina's for the Ranged Defense. I really would go with Numina's, because it will soft-cap you against Ranged attacks.

- I think that Scare is a pretty terrible control power, and I'd much rather have Psychic Scream instead of it. 5-slot with Positron and you still have a 6.25% Recharge out of it. If you do that, make every effort to put in Frost Breath, which allows you to hit a spawn with 3 different AoE attacks at range, floor their Recharge, and get the minions out of the way fast.

- I actually like World of Confusion with that set. It's not a great power on its own, but slotting for the Proc is great on it. The only question is whether to leave it with just the proc and 1-2 slot it, or go all the way. Given the +Recharge and +RangedDef in the set, I agree with the 6-slot purple Confuse set.

Thank y'all for the replies! I normally avoid cone attacks, however I see the sense in ditching Scare for one of them, and with having one, might as well add the other. Adjusting the IO sets as suggested also allowed for better results. I also did move up Assault/Tactics, and delayed World of Confusion (yes, using it as much for an IO mule as a I-haven't-tried-it-yet power). I think this build will be one I'll try when/if CoX resurges.

Ok - I think that your build is okay - but, in practice, you're going to have some challenges. One of the things that's great about Mids' is that you can slot your character level by level, instead of as if the character started at 50 and you've got to plan everything with the final picture in mind. A final picture is great, but if I were you, I'd consider changing some things up.

These are mostly my preferences based on bringing an ice/ice and a Fire/mental blaster to their highest incarnate levels. Really loved playing both - I miss 'em, I do.

Anyways - a few points to consider.

1. Hover is a great mule for the recharge proc. But, you've already got flight - why not take hasten for much better recharge at level 6, maybe toss the hover in at some point after stamina is fully slotted. My reasoning is that higher recharge rates requires more endurance. Drain Psyche will help a bunch, but you don't get that until level 20. 

2. This is just my rusty gut thinking, but I see you've gone for Dark Embrace, a resistance power, as opposed to a defensive one. I'm guessing this plays into the very cool name of Nightshivers. If not, I'd encourage you to go with a defensive set. Your s/l defense is pretty low. To get in the midst of a group to use drain psyche, they don't always all get locked down (if you have a controller on your team) and confusion is a power that is hit and miss in it's effectiveness and duration. This is why I'd recommend you choose SS over fly, keep hover if you need vertical access, or combat jumping for more defense. SS with the celerity lets you zip right in the midst of a mob for drainpsyche to disorient the mob and refill your endurance bar after using it all against the last mob you clobbered. It's a preference, probably, and that's all well and good, just figured I'd share my two cents about that. (for free, what a bargain!)

3. The medicine pool - If you like these, keep them. But, if you just liked the bonuses, there might be better ways than using medicine pool.
 
4. Stamina and endurance. So very grateful the fitness pool is now inherent. However, in my play, I recall always needing endurance, unless I'd gotten some buff from another player. SB, AB, that kind of thing. That may have been my playstyle and liking to keep SS on while I fought. If memory serves, I like to have my recovery be about 2.0 per second higher than my end drain. Just a personal rule of thumb. Maybe try to slot stamina a little earlier.

5. My biggest concern is not knowing your playstyle. If you anticipate entering melee range for drainpsyche, I'd really like to see you boost your melee defense, or boost your s/l defense. It's certainly possible to do so, but most sets won't boost defense and recharge. You kind of have to choose how to balance what you want - and it's best to adjust your plan as you level up, based on what's working while you play, or what's not working. Something would have to give, sadly. Does it really make that much difference? Not really sure, but I suppose you could always eat the purple candy.

It certainly seems like it would be a great character to play and level. I hope I remember to make one of these myself. Hope you get to try this one out really soon!

I noticed a few things while looking at your second build.

One of the strengths of this build is the -rech in many of your powers. You can stack huge numbers for this in a fight which should allow you to have a very large amount of survivability if you survive the initial volley. I played a psy/mental for a while and it had a very good survivability. Most of those pieces are in this set too.

Personally, I would look into options to leverage your already inherent survivability.

I saw that you were very end heavy in your window outside of Drain Psyche which for this build is almost 25% of the time.

You will be moving around quite a bit with the combo of cones and pbaoes you have in the build and you might consider taking Blessing of the Zephyr for two in your hover.

Also, I never got that much out of bitter freeze ray with it's lengthy activation time. I would substitute TK Thrust for it. You can get better mileage out of a high mag kb with your freeze ray than trying to combo FR with BFR, IMO.

Swapping things around a bit, I got you to 44.7% on ranged Def. Take a look and see if there's anything you like.

Bitter freeze ray is a lenghty animation. I've had ice blasters live without it and do just fine.

Given multiple builds, I'll have one with it, cuz if I'm solo, I use it as my opening volley on the boss - followed by freeze ray as I move in, then stop with ice patch and let it sleet, as I blast 'em all to cold smithereens.
But, that's a different character entirely.

TK Thrust is very useful and quite doable with your build.

High mag KB powers are too fun (if you only carry one for emergencies that is).

and with this guy, my opening move would be psy scream/Frost Breath. It gets the opening volley on him when he's strongest, at range, then destroys recharge for a bit. Then he either moves in for DP/FR/PS or just nukes em at range. 

You're right that the build is a bit squishy in melee. He could always try to squeeze in Oppressive Gloom for melee. Cheap, fast acting and it gets some of the damage controlled from melee powers.
