Titan Site Upgrades

DynamicPageList4 has been installed on both wikis. This is a much newer version of DPL that has some minor breaking changes so some pages may be rendering slightly different, especially on ParagonWiki, and will need to be fixed on a case by case basis.

If you see issues on ParagonWiki, please report in the ParagonWiki forum.

If you see issues on OuroPortal, please report in the OuroPortal forum.

The forums have been upgraded to SMF 2.1.7.

All sites have been updated to run PHP 8.3.

I think that's all the major maintenance that was due. I will be doing a few more passes over things in the coming weeks to do some further tidying, but the major upgrades are hopefully done now. Thanks for your patience.
