There are many parts of older St Louis that look strikingly similar to parts of zones like Crey's Folly, Brickstown, and King's Row.

Not the best picture. I just grabbed one online real quick because I'm not traveling all over the city to get better ones.

Then again, there are parts of East Saint Louis that look disturbingly similar to Mercy Island.

I think University of New Mexico's sculpture is more like the one you posted. It even has bronze statues wondering what the heck it's supposed to mean.

Then again, there are parts of East Saint Louis that look disturbingly similar to Mercy Island.

Indeed, that image looks like Brickstown......Basic brick and mortar buildings.

The Cyrus statue was easily my favorite part of Kings Row. I remember getting the comic mailed to me, reading his story, and a few months later seeing it appear in game and how amazing that seemed at the time.
