How do I get Paragonchat?

Hey! I'm completely new to both Paragonchat and City of Heros, meaning I don't neither a client for this game or the files needed to properly play it on your private server.

I was told about this place by a friend who I Rp with elsewhere, is there anything anyone can link me to that has a comprehensive guide to connecting including the client and the extra stuff I need to download? It'd be much appreiciated, thanks!
