ok i have no clue what im doing wrong but every time i try to run CoH in NPC mode it tells me that the server is busy. what did i do wrong i so want to get into the game but cant

You need to run icon.exe, not cityofheroes.exe.

i did. i think. im a lil clueless srry

i can create costumes but when i try to jump into a map it says Map failed to start the server is busy, please try again later

That error means you're not running icon.exe.

so what am i doing wrong, mean how do i run icon.exe? thanks for help me out

Depends on your OS. In Windows 7 and older, open your installation folder, right click icon.exe and select "send to" then select "desktop". That creates a shortcut on your desktop to run ICON.

In Windows 8, Mac, or Linux, I have no idea what the instructions are.

This error means you are running an out of date version of icon. Download a new copy from the link above.

This thread shows how you can rip geometry from Icon or a demo. The quality of the result is very dependent on your exact video settings.
If you need rigging or UV mapping, you have to do that yourself.

Edit: Well, from a demo, anyway. I've had trouble in the past doing it through Icon.
