They just need the story lines, the maps, the music, and the combat mechanics (which are well documented).  IG never said it would be an identical copy, just that it would be as close as possible.  There's no need to copy NPC pathing for civs, that can just be redone with UE4 scripting, same for a lot of other stuff.  Even the maps, though she's ripping original geometry from the original game, are then being rebuilt as they need extensive repairs after ripping.

If you can give them enough brains to go AROUND you, instead of shoving you out the way, you'll make a LOT of people really really happy! :p

And while you're at it, an avatar bounding box that doesn't extend 2 meters in front of you! :p

Here's a question: do we really need all the civilians walking around in 1.5 like they were in CoH? How about cutting the amount by half and have them stationary like sitting on a bench, or under a tree or talking on a phone?

A little variety just adds to the realism, IMO...

If memory serves...the collision box didn't scale, so it was set to cover the largest possible character. Someone decided it was better to have anyone smaller just have a larger box, than to have larger characters clip.
To be honest, I'd make the same call if forced.

I want a lot of work to go into the ambient NPCs.
NPCs hanging out, getting lunch, playing basketball, tripping... I want the city to feel like PEOPLE live there.

I see no reason why UE4 would be as limited in that regard as the Cryptic engine was.  The collision box should scale to the avatar.

I'd expect so, since collision is typically handled per mesh.
I should say, I suppose...if I'd been in their position, I would have made the same call.

I haven't downloaded the UE4 Engine yet, but I have a question for those who have some experience with it...

From someone with little experience, is it difficult to learn the Scripting/Story Creation/AI portion of the engine with using freely downloaded graphics to simulate a game zone for example?

OpenTTD did it. OpenXcom did it. And neither of them had a well-funded kickstarter trying to write something really jolly like the engine they were trying to clone.

So did ScummVM, technically, but I really don't think comparing 2D raster engines designed to run on 486s is anywhere in the same ballpark...

There have been some 3D efforts as well, I recall a reverse engineered Quake effort which ended only when ID released the original's source code.
