This one pits a Hazard zone against a regular zone, but I think it's fair in this case.
Both zones had special areas, both zones where used and passed-on.
Both zones had the similar "feel", to me at least.

IP for me, such a large area to explore and of course you had Luska :)

Independence Port, without a doubt.

I gotta go with Striga on this one. IP was always the most annoying place to go IMO, even with Super Speed or Teleport it took ages to get to those far away missions. It is like the higher level equivalent of having to go to the mission door in the little grove of trees in the far back corner of the Hollows. There was very little reason to go, besides the occasional Lusca hunt, and while the zone had a lot of potential for cool stuff (come on, "The Docks" in super hero stories have always been places of major fights, information gathering, ect) it was overall rather boring.

- A port of call controlled by organized crime
- A secret base hidden inside a volcano
- A swamp infested with werewolves
- An underground paramilitary lair
- AND an undead graveyard?
What's not to love? +1 Striga.

IMO, Stiga is the correct answer, for the cool factor.
IP has a zone inside it, Terra Volta, and that is cool.
IP has the contact for the Respec trial, but it's just a whole lot of space.
Stiga has:
- No War Walls!
- A port of call controlled by organized crime
- A secret base hidden inside a volcano
- A swamp infested with werewolves
- An underground paramilitary lair
- AND an undead graveyard?
