Title: How early can your favorite powerset combo achieve perma-Hasten?

Not sure if this is a Forum Game or a Build Discussion...

For those folks tinkering endlessly with MID's until we can actually play, I have a challenge.

Using set bonuses, what's the earliest you can achieve recharge of +107.5% and 3-slotted Hasten on your build (without gimping -- much)?

I wanted to see how early I could get an Emp-Psi Defender build to perma-Hasten, and I was able to do it at level 39. I took Grant Invisibility and Invisibility, and I'm not sure I would have taken them otherwise. But then I can respec out of them later when I have other powers to slot for recharge bonuses.

Here's my (up to level 39) Emp-Psi built specifically for earliest possible perma-Hasten:
