What would you think if Vanguard had...

I am putting together a single issue comic that has elements I wish to bring to a mini-series, using CoH graphics. Previous work can be found at www.jkcomics.com

A key part of this story is dealing with Vanguard before the second Rikti invasion. Unfortunately this global organization only has one base in CoH, the Rikti War Zone.

What would you think if Vanguard had a command center under the United Nations building in New York?

Does anyone know of any lore references to the UN not having this or having other Vanguard installations around the world?

Technically, didn't Vanguard have installations all over the place, both in/around Paragon City and in the Rogue Isles? All those locations where the guys were saying "psst! <Hero/Villain Name> We need to talk to you!"

They weren't huge bases or anything- often little more than a building with a portal to the RWZ in them- but their mere presence would seem indicative that Vanguard had a presence all over the world, and not just in RWZ.
