It's times like this, in the boring chill of winter, that i'd log into any of my /energy blasters, and would power-thrust hellions across the zone and watch the ragdoll spine shattering action.

Is it just me, or did anyone else expect the bad guys to take more damage once they hit the wall?

New Powerset:
Police Brutality

1. Knee Crack - PBAOE - Inflicts Minor Damage + Chance to knockdown to enemies in a circle arc around the player

2. Skull Crack - Single Close Target - Inflicts Moderate Damage + Chance to Stun
    Being a dirty cop means you are skilled at inflicting these injuries without getting caught by other Cops.
    Receive +Damage for doing this when playing solo.

3. Rubber Bullet - Ranged Attack - Single Target - High Damage, Chance for Knockdown

4. Tear Gas - Ranged AOE Area Attack - Minor DOT + Lower Accuracy

5. Steroid Abuse - Self Buff - Increase Damage, at expense of Accuracy (+60%, - 30%)

6. Sniper Shot - Long Time Charge - High Range - Extreme Damage

7. Stresser Position - Single Target (Close Range) - Hold + High Damage - Target is restrained using handcuffs but in a position that causes maximum discomfort.

8. Partner Backup - Summons a dirty cop to watch your back, receive +Accuracy, +Damage while the partner watches your back. Partner can attack with powers 1-4 (at 50% of the players strength)

9. "Shots reported!!" - Make a fake call on the radio to say officer in distress, in order to get the Paragon Police department to rain hell on enemies in the area. Enemies are typically gunned down without a trial. (Summons 5-8 Paragon cops, ranging from minion to boss level, with a minor chance for Elite Boss rank)


New Powerset
Police Tactics:

1. Hostile Reaction (Passive)
     Enemies can tell a Pig when they see one. You receive more threat, attracting more attacks, but at the same time, your adrenaline increases for every enemy who's eye is on you. (+Damage per enemy + Threat)

2. Concealed Armor (Toggle)
    Receive Damage Resist to Smashing, Lethal and Melee damage

3. Under Cover (Toggle)
    Inverts the effect of Hostile Reaction, instead of receiving more threat, you lose threat, but get increased Crit Chance and increased Crit Damage.
    Critical Hit chance increases by 1% every second, until a Critical is achieved, at which point it resets. Threat Reduction operates the same, going back to normal values, then diminishing over time.

4. Endurance Training (Toggle)
     Attacks are reduced in power, in order to reduce endurance costs. (-40% endurance cost to all powers, while reducing power damage by 15%)

5. Interrogate
    Single Target Charm - Using training and a powerful voice, you can intimidate a single target into fighting for you for 20-30 seconds.
   
6. Marital Problems
    Your time on the force has damaged your relationship with your spouse/partner.
    You can draw on your pent up frustrations in order to throw the rule book out the window and take no prisoners when it comes to arrests.
    Increase Damage by 50% for 30 seconds : Long cooldown

7. Passive
    Get the Numbers up
    Sometimes any arrest will do.
    Taking down any rank of villain/enemy will provide a stack of 'Hell Yeah' - which will increase outgoing damage by 10%
    Each stack lasts 15 seconds, but also acts as a double edged sword. Every Stack will also increase your Threat and Damage vulnerability to 'Lethal' damage type by 10%.
    Cops always die when they are happy or on a roll - at least on TV anyway.

8. Medical Training
    Single Target : Moderate Heal
    Using a stim pack that you borrowed from the evidence locker, you can free yourself from stuns and charms, and also gain a good portion of your health back.
    Using the Stim pack will increase Damage output by 10% but reduce accuracy by 15%

9. Internal Affairs covered (Passive)
    For every 'Dirty Cop' (other players with the Cop powerline)
    Within 15ft or on the same team, receive +10% Damage output and Clarity (protection against stun, immob, hold, charms)
    What can I say, dirty cops watch their own.

Just occurred to me that playing as a Cop or Former cop, or Disgraced Cop - in COH might be fun.

Even kooler smiley face if you can come up with a baying mob anti police brutality set for masterminds...

Must include baseball bats, pet buffs, chains, pitchforks, broken bottles, the right to arms, flaming torches, face slap, fringe pulling, TV set throwing...vengeance (of course...), looting spree, spoon throwing...oh and a hoarde zombie cats.

The wife, two sons, and I would occasionally run a quartet of shield/mace cops (using the cop shield and baton), I ran a tanker while they ran scrappers. 

Was a little rough out of the gate but became silly-good after awhile.  Phalanx Fighting helped :)  Was running Maneuvers on the tanker as well.  We probably would've been better served if I'd just ran a 4th scrapper.

I almost finished this post - then thought it was too offensive.
It was gonna be a 'Black Lives Matter' protester/mob powerset for Masterminds. (actually got to power 7 on secondary powerset - then said no... too far)

Was inspired by several videos I saw on LiveLeak.
Had powers like 'Cell Phone camera attack'  - whipping out your phone and pointing it at the pigs will slow them down and stun them.
or
Placard strike - moderate damage - with chance for knockdown.

The other abilities were bit too offensive for the forum.

Note :
The primary powerset - was called Racial Fury : Revolved around summoning and equipping minions.
The Secondary powerset - was called Racial Tension : Revolved around ways of using media and shame tactics to debuff enemies while increasing ones own strength.

I do not post much, but I do come on everyday and read the post. I enjoy the discussions about our beloved game. I try and keep a positive attitude about the return of COH. I am beginning to think that the return will not happen. After 3 years I feel we are no closer to getting the game back then we were when they closed it. I know everyone is saying no news is good news but my faith is fading. I tried other games (Champions, DC, Star Trek, Star Wars, Neverwinter, and several others). They are inferior to COH. I play nothing now. I go into Paragon Chat and enjoy being able to see the city again, but I usually leave very depress. Now that I have vented and most likely made everyone depressed I will sign off till next time.

This is probably one of the reason why I didn't install Paragon Chat. Not to discount the great effort of Codewalker and his team and a great contribution to the community, if I go into Paragon Chat, it will just make me miss the game even more by giving me a taste of the past. I have faith to play the game when it dose come out in it's entirety.

I had a dual pistols/mental manipulation former police officer, Praetoria-side, named Ghost Officer.

If Dark Miasma had been available at the time, I might have made him as a Defender instead of a Blaster. (Which reminds me, I never did get to play him in i24. Hopefully one day...)

Last night I was playing some Marvel Contest of Champions when my champion was hit with Enervating Field.  I had wondered if it was just a coincidence that the game has origins similar to City (Skill, Tech, Mutant, Science, and Mystic are very similar to Natural, Tech, Mutant, Science, and Magic; CoC adds Cosmic).  But with a power name that specific popping up that to the best of my knowledge had only shown up in City of Heroes before now I'm even more curious if there's a City of Heroes fan on the dev team that snuck a City reference in there.

There are Talos City and Faultline areas on Makeb in SWTOR. The latter is particularly suspicious since Makeb is being torn apart by earthquakes when you go there. Too bad they didn't also reference the CoH gameplay.

He was a Battle Axe/Willpower Brute.  (Yes, I used the Fireman's Axe customization, why do you ask?)
