Perhaps this means that most of the action will be in Gotham while Metropolis is being rebuilt?

well at least they should have plenty of space to film and lots of drab run down buildings. Saves on production costs.

And hopefully the city gets a bit of cash because they need it badly.

Hey! Ready-made post-apocalyptic wasteland! No need for special effects or matte paintings! All the destroyed city your film crew needs for practical shots of utter devastation!
