Oh and I highly recommend you use the I24 beta client.

You can tell if you have it already by the login screen you have.

Back out from the first screen of ICON as you would have done normally in the game.

If you have a creepy smiling guy (Marauder) then you have I24 there.

If you don't see him there, then you do not have I24.

Enforcer was added much later than that. In a patch on 11th December 2007 according to ParagonWiki.
