I don't believe I'm aware of how the show pertains to Cities.

Someone there, I'm not sure that we exactly know who, probably a writer or set designer or someone, is a City of Heroes fan. If you look closely, you can see City of Heroes merchandise and paraphernalia around the sets, and one of the recurring characters, "Captain Sweatpants", wears a Statesman star t-shirt.
