Well, builds in progress can be difficult to critique. You may have solid reasons for slotting powers a certain way leveling up, using some enhancements as place holders for sets you'll use later; you may be just trying some things out and seeing what works, planning a respec later, etc. It's why many people post builds to 50, regardless of what level the toon is, because eventually 50 is where they want to be.
That said, consider what I say more for the future as you gain more slots and fill things out more.
I have much love for Thunderstrike and as a mostly ranged toon you really can't go wrong 6 slotting your blasts with it. IOs are not just for set bonuses tho'; don't be afraid to just fill out your powers with a bit of this, bit of that to get better overall enhancement values instead.
I would not have more than the default slot in Power Thrust; depending on your (later) set bonuses you may choose to slot differently gut generally an accuracy is all it needs. (That said, 4pc of Kinetic Crash will give you a bit of knockback protection for fairly cheap.)
The Targeted AoE sets in this game are woefully lacking for anything under 50. (Yes, the PvP set theoretically exists under 50 but as players mostly farm for them in PvP zones using their 50s... if you want to use Javelin Volley you'll be using 50s.) So most just slot 5pc Positron's Blast and if they have room, round it out with a Recharge or Detonation/Air Burst Damage/Recharge. Ragnarok is the bee's knees but terribly expensive and you'll need to be trained to 50 to slot it. Energy Torrent is a great power and deserves more slots.
I would personally skip Aim and dedicate it's slots to Build Up, where you will get a better bang for your buck in the +dmg compartment. I would then take Afterburner both for faster Fly speed and a spot for another Gambler global.
I guess you can't really go wrong with Extreme Measures in your Sniper power; there's nothing wrong with the set. But ask yourself how often you use Sniper Blast; if it's part of your normal attack chain (a great starter) you're fine. But if you only use it occasionally and you are slot starved elsewhere, consider dropping it or dedicating some of it's slots to another power.
Obliteration is a fantastic set but be sure to 5-6 slot it in your Nova for a better explosion.
I'm not sure you really need all 3 Leadership toggles. As a Blaster, the benefits you get from any of them isn't terribly large. If you want that much leadership, try dropping one of the toggles in favor of Vengeance (another spot for a Gambler global), but only if you team often. If you are slot starved, 1 End Redux in each is generally fine.
You're not really enhancing Stamina as well as you could with that slotting. Either fill it out with more pieces of Efficacy or consider switching to a couple of standard End Mod IOs instead; 2 End Mod + the Performance Shifter proc is a pretty popular slotting.
Bone Smasher and Energy Punch are both underslotted; I would suggest dropping Energy Punch and dedicating more slots to Bone Smasher as it's a whopper of an attack. EP deserves at least 4 slots, BS 5. I'm not a big fan of the low-level Melee damage sets; they can be nice when you are low level but as you hit 40 you should be trading up. Crushing Impact is a favoured melee set that is fairly inexpensive and gives decent set bonuses and enhancement values.
All that said I don't think your build as it is now is bad; if you are having fun that is the most important thing. And this game gives many ways to upgrade/enhance/adjust/change your build if you are unhappy. Remember that we also have dual builds in this game (speak to any trainer to switch builds), so don't be afraid to take advantage of a secondary build to try things a little differently without taking away from what you already have.
