Basic Tank powers+ATOs bug

Hey guys! First off, I have to say I love Mids. However, today I was looking at building an Ice/SJ tank, and put the ATO special into Initial Strike. When I toggled Initial Strike on, I saw my resistance go down! So, I looked into it, and it is working with the -RES that all basic tank powers have, and adding the 6.7% onto the -20%, making the resistance go to -13.3% RES debuff. I looked at a few other tank attack sets, and it was the same on them. Just submitting this for your attention, as well as if anyone else is having this problem!
