Recharge debuffs applying to player

I was making a new build for a Beast/Time MM and slotted both the Dark Watchers Despair and Pacing of the Turtle chance for -Rch procs in Times Juncture.  These procs are applying the debuff to my recharge numbers.

With TJ toggled off, my recharge is 161.3%.  With TJ on, it's 116.3%.  That difference, 45% is the sum of the two procs (25+ 20).
