City of Heroes home coming: You are not permitted!

I've been having issues creating my account on the forum page, in order to create my game account. It tells me "You are not permitted to register a user account with this site. Error code 2S129/1. Any advise?

We don't host any games or servers.  You need to contact Homecoming Servers, not Titan Network.
