Not yet - because all the systems are so heavily integrated with each other, we're not really able to focus on only a few at a time - they all need to be developed alongside each other.
Plus, things like the story/mission system are so much more complex than what was done in CoH, so we can't even use CoH as a guideline for developing it - it pretty much has to be totally new from the ground up in order to cover things like the scope of the dialogue trees and the variable paths through each story arc.
CoH's mission system was great for combat, but not so good for the kind of deep RPG that we're making.
