UniqueDragon was only on the official CoH forums and he never posted anything about game mechanics as such; just a single famous post about hackers destroying the game, which would make it "gone to the Americans."
As for J.Ex, i have no idea who you could be referring to at all...  ;)

Fun fact Arcana isn't actually a person just a high-powered AI that has gained sentience with an encyclopedia-like memory.  Don't tell her though, the AI has become so advanced she doesn't realize she is an AI.  It may allow her access to the mainframe.
