Play mainly with friends and family, have one machine act as a server?
At least, until such time as the IP becomes available....

This cannot be done because no one (except ncsoft) has a copy of the server executable to run.

Bless their hearts, they activate an account and make one post all well intentioned.
If somehow it were possible to play City of Heroes, we would be playing City of Heroes.

well it could be possible if someone wants to put in the work to remake all the elements of CoX. Maybe OP has the ability? any CoX is better than NO CoX, so yeah you have our support.
There is always another way. But it might not work exactly like you may desire.

A wise old rabbit once told me "Never give-up!, Trust your instincts!" granted the advice at the time led me on a tripped-out voyage out of an asteroid belt, but hey it was more impressive than a bunch of rocks and space monkies.
