Several things need fixing:
Power selection:
1. Recharge is important on Elec tankers due to Energize. You should pick up Hasten.
2. In order to fit Hasten you'd have to drop either Stealth, Combat Jumping or Maneuvers. I'd go with dropping Stealth since it doesn't benefit your party like Maneuvers and costs a lot more endurance than Combat Jumping.
3. You didn't select a travel power. That's more of a personal choice, but I suggest picking up Super Speed since not only is it a travel power, it gives you stealth can stack with the Stealth IO you can place in Sprint(or prestige sprints). You could take it in place of Power Surge or one of your attack powers, Personally I'd take it over Power Surge since it's rarely ever useful.
4. You didn't select an Alpha incarnate power. I suggest Spiritual since it gives an important recharge boost (enabling perma-hasten and near-perma energize) while making your Energize heal+regen for more, as well as giving you longer stuns on Clobber. You could also go with Cardiac for fixing any endurance issues you may have and getting a resistance boost.
5. You took Conductive Shield really late in the build. You want to take it early on in the build
Enhancements:
1. You're under-slotted for accuracy in quite a few attacks. You'd hit +0 cons just fine, but when facing +4 enemies you'd be missing a lot. To simulate facing +4's in Mids', go to Options-> Configuration-> Exemping & Base Values and change the Base ToHit to 48. Then try to have all your to-hit check powers at 95% accuracy or higher.
2. You want to either aim for s/l/e/n/f/c defenses or m/r/a defenses since only the highest one counts for when defense checking against attacks.
When building for s/l/e/n/f/c defense, do so with kinetic combats and eradication sets, and then either reactive armor or aegis in your resistance powers. When building for m/r/a defense, do so with obliteration, mako's bite and touch of death in your attacks, gaussian's in your build up and Aegis in your resistance powers.
There are other places to get defenses from and there are pros and cons to each approach:
- s/l/e/n/f/c defense doesn't address your issues against toxic damage and doesn't provide you with extra protection from psi enemies. It also tends to get less recharge since you're fitting eradication instead of obliteration.
- m/r/a defense requires more slots and therefore isn't easy to reach the softcap (45% defense) with.
3. You want to balance out your defenses, so instead of 35% melee defense, 28% ranged defense and 31% AoE defense you want 32.5% melee/ranged/aoe defense. This means that once you eat a purple inspiration you're softcapped to everything outside of incarnate content, defense debuffs and pure psi attacks. With s/l/e/n/f/c you can just aim for the 45% softcap.
4. I suggest getting the might of the tanker ATO set, it gives a nice resistance and recharge boost.
That's all for now, should be enough to work with.
Electric builds better towards type defense rather than positional. Using Gaussian, Touch of Death and Obliteration isn't really ideal for Electric builds. Gladiator Armor unique would help tremendously. Grounded gives you a lot of KB protection so there's no need for more. There's not much F/C damage after level 35 so can change up the Aegis IOs and just use 3 Eradication IOs per power.
I disagree, positional works well due to covering the toxic hole and giving extra psi protection (grr -recharge). Both are good though.
