City of Heroes Codex shut down?

Does anyone know the owner of this site? I was using this site just last night and today it appears to be broken... It was a very useful site with it's neatly organized list of fx and npcs to use in icon and now I'm left with searching through the mess that is fxinfo.bin in wordpad.

I do wish I could help somehow get one of the successotor projects with coding.
My area of expertise is CRUD web apps not games.
I have to use VB.NET, it isn't that bad, but C# seems to be the way MicroBrains are going.

this is broken again and my wayback machine link for it is also broken. Upon searching it now I get a broken version of it for 2016 too :( thankfully jadefalcons links work for those parts though.
