Title: Locking secondary powers and constant asking to save when no changes are made

I don't know if this is a new bug with the new Mids, but when I am trying to lock a power so I can swap the enhancements, it will lock on a primary power set, not the secondary I am trying to change, and even when I do not make changes to a character and move to another character, it always asks to save.

I have had this problem too when I was trying to lock a TW power. It would lock the secondary power but not the primary power.
