Title: Dark Watchers Despair Proc in Time's Juncture - affecting self

Hi all,
If you have the Dark Watchers Despair Proc (chance for -recharge slow) slotted in Time Manipulations 'Time's Juncture' power and activate it in Mids the recharge time of your pwoers are affected negatively.

Example:
Hasten recharges in 136.5 secs (Hasten active and Recharge bonuses).
Turn on Time's Junction (no Dark Watchers proc).
Hasten recharges in 136.5.

Slot the Dark Watchers proc in Time's Junction.
Turn on Time's Junction.
Hasten recharges in 145.4.

This is a known issue and is fixed in the development version. Thank you for your report.  :)
