Is it still possible to get the VIP badge
#  V.I.P. (793)
Requirements: Buy the DVD Collector's Edition of City of Heroes, or the Hero Gear.
Tip: Upgrade your account.
Zone(s): Miscellaneous

I have the pocket d vip badge, I have not come across where to purchase, or what i need to purchase to get this badge. Am I just out of luck

I hope you mean "I do not have the pocket d vip badge,..." or else this is very confusing.

The answer for now is Yes, I believe.  The PlayNC Store (https://secure.plaync.com/cgi-bin/Store.pl) normally will show it if it's in stock...specifically, the Hero Gear Pack...which at this very Second is available via this Link - Good vs Evil Edition (https://secure.plaync.com/cgi-bin/Store.pl?dnv=1426661010&action=viewItem&item_id=15).

So long as they keep selling it, you'll be able to obtain it.

this was for the original DVD collector's edition, not the GvE pack.  Both have their own badges

Ya my bad...forgot the DVD Edition had it's own stuff because I thought they placed that in the GvE Pack for those that never got a hold of the Collector's Edition.
