on the Info tab of a power.
There are a few things on there like
End Cost: 13.9 (18.5)
Recharge: 9.85s (25)
Range:
What is the Number in the ( )

The original value. The first number shows you what the attribute is with your current slotting.
Using your example:
-You have reduced the End Cost from 18.5 down to 13.9.
-You have decreased the Recharge time from 25 down to 9.85.
Nice recharge for that particular power, by the way.
