If you're using an Intel GMA system that used to run City of Heroes, you may be surprised to learn that when trying to run Paragon Chat now (or other related projects), the graphics drivers don't work. This isn't from any fault of your hardware, as Intel decided to drop support for OpenGL to make room for other things

As far as fixes go, this is one of moderate difficulty as you need to install an application compatibility toolkit and use a file from a past copy of the Intel Driver to make the game work. It's not a 100% success rate, and there's some folks who this won't help. But it's free to try and worth a shot if you have exhausted easier options.
