Title: COH "HERO REGISTRATION" screen ?

I've seen screenshots of a "Hero Registration" window in COH (not to be confused with the I.D. feature), but have no idea how create one. 

Is this by any chance a feature of Paragon Chat?

Don't think so. It used to be what came up when you chose "ID" in the Menu. I don't remember if this changed before I24 or not.

They stopped using that UI after City of Heroes Freedom was released and the three parts (CoH, CoV, Going Rogue) were merged into one single character creation experience..

Wonder if there's any way to 'reconstruct' it via photoshop...
