Does P.Chat have a voice-mode, for live-chat versus typing?

It does not.

TeamSpeak, Ventrilo, Mumble and Discord are all third-party solutions to get voice chat on City of Heroes.  Or if folks don't mind an always-on mic over push to talk, Skype works in a pinch.
