Is there any way to get this badge if you had already leveled above it before it was introduced?

If you mean the exploration badge, yes.

It requires teaming with someone level 5-9 in Kings Row to get the Atlas map. Just get a new player in Kings Row who will allow you to tutor them in Scanner/Safeguard missions.

You're welcome. With the shiney new art for the Southearted badge, it's a neat accolade to have in your info window. People say, "O.o what is that cool-looking Stouthearted badge for?!?"
