Title: "Icon" question

I know that the "Icon" feature cannot be connected to the "APR" (Atlas Park Revival) project.  However, is there anyway that the average joe can modify it at all?  Like putting some npc interaction for missions & stuff, putting some easy mobs in place to battle?  Like making it a simple single player game?
