With the following build, Elude has a maximum (assuming you're not being slowed elsewise) recharge of 56 seconds. Chance for +Recharge IOs in your two main attacks (SD is back in 2.1 seconds, GD is back in 3 seconds) and their fast recharges assure that the recharge of Elude will be faster than that consistently. Conserve Power is recharged every time before Elude runs out to keep you from having end issues after your Elude crash. Inclusion of Focused Accuracy, SS, and SJ make this a PvP viable character as long as you can survive the Elude crashes.

By game design, permaelude is not actually possible. At recharge cap, there is approximately a 20 second downtime. This means that a single Speed Boost or Adrenalin Boost will cap your recharge on this character.

DISCLAIMER: I do not guarantee that the recharge of Elude will not be changed in a future issue to make it unenhanceable (see Willpower's Tier 9). That is one risk with this build.
