I only remember seeing bits and pieces of this on sci-fi (or was it syfy by then) a few years ago. All I can remember is that it took place within the realm of Celtic/Irish mythology, wasn't particularly violent or scary, and took advantage of a lot of poorly-done composite effects to make the actors appear to be "wee folk."
The title of the film was needlessly long - something like "The Secret World of Fairies, Trolls, and Leprechauns." Attempts to locate it on IMDB have failed, but I swear I didn't just dream this thing up.

Sounds like you're talking about The Magical Legend of the Leprechauns (http://www.imdb.com/title/tt0205214/), starring Randy Quaid and Colm "Chief O'Brien" Meaney, among others. I quite liked it. It was a charming bit of cheesy fun :)
Yep, that certainly looks like it. Not sure where I got the extra creature names in the title, unless I mixed it up with a description they had for the evening line-up.
